Read project settings

GET 
/api/v1/projects/:slug/settings/

Read the settings PATCH accepts, so a client can show what is stored instead of only what it last wrote. Same key, scope and error shape as PATCH: 403 when the key lacks the "projects_read" scope or the project exceeds the current plan's allowance. 404 when it does not cover the project.
